
eCall is an automatic emergency call system for motor vehicles based on the emergency call number 112 and is initiated by the European Union. In case of an accident or upon a manual trigger an eCall will be released and will transmit the minimum set of data (MSD), like position of the vehicle, vehicle identification number, etc., to the PSAP followed by a direct communication between the PSAP operator and the passengers in the vehicle.
eCall will be compulsory for type approval by the year 2018.
The introduction in more than 15 member states has been prepared within the pilot projects HeERO I and HeERO II. NavCert was responsible for the assessment of the results in all participating member states and developed the recommendations for the implementation of eCall.
The interoperability of the following areas is required for a successful introduction of eCall: IVS (In-Vehicle System), mobile network as well as PSAP.
NavCert depicts the requirements of eCall and ERA GLONASS to OEM’s as well as manufacturers of components, modules and systems and validates them accordingly. In addition to the conformity assessment and for quality assurance, NavCert offers also performance measurements as well as assessment of the suitability of use.
Furthermore, NavCert offers an assessment to manufacturers of retrofit solutions to check if the retrofit system is an eCall system. After the successful certification NavCert awards an accordant certification mark for the product.
On behalf of mobile network operators, public regulating authorities and ministries NavCert provides an assessment about the proper implementation of eCall in the individual country. In this context mainly the routing of eCalls to the correct PSAP will be validated. As an option we are offering performance measurements for the processing of eCalls as well.
NavCert performs conformity assessments for manufacturers of PSAP solutions as well as for PSAP’s itself. This kind of assessment includes performance measurement as well as an assessment of the suitability of use. The effort for conformity assessment is thereby reduced, if the PSAP uses a product which is already certified.
