Prior to a voice communications between driver in the vehicle with the operator in the PSAP (Public Safety Answering Point), data the MSD will be transmitted from the IVS to the PSAP. If a voice channel cannot be established, the IVS tries to transfer the MSD via a text message (SMS) to the PSAP.

The eCall test environment offers a platform to process eCalls generated by an IVS. The communication between IVS and PSAP is established via an ISDN line without using the 112 number, to enable communication between IVS and test centre in a simple way and without restrictions. The eCall test environment can be configured according to applicable GOST standards allowing simulating major failures as well. The eCall /ERA GLONASS test environment can be used for both the development and evaluation phase of an IVS.

Examination based on:

This certification mark is awarded within the scope of voluntary certification based on test criteria derived from the applicable eCall / ERA GLONASS standards. Conformity with the High Level Application Protocol (HLAP) and the MSD (Minimum Set of Data) is emphasised especially. The continuous adaptation of the eCall test environment to current standards and the procedures for quality control of the software development process are part of the review process in the annual audit.

Claims in the Certification Mark:

1. Conformity with applicable eCall GOST – R54619 and GOST R54620:
   Conformity to the above mentioned GHOST standards will be validated by an application test and an audit.  The application test checks whether particular requirements of the standards GOST 54619 for data communication with respect to HLAP and MSD have been implemented correctly. It will be verified in an audit, if the development process follows well defined rules and procedures, ensuring that new versions of the test centre due to improvement of standards or functional modifications don’t negatively influence the quality of the test centre.
   
   
2. Usable as test centre and as tool to support development of IVS:
   The application test will verify that the test centre is a functional  test environment and can be used as a tool to support IVS development. It will be validated, if the test centre can be configured for different test scenarios on the basis of the HLAP-parameters and if such test runs are logged correctly. The stability of the test centre upon receiving incorrect MSDs will be validated. And it will be tested, if the test centre is able to process erroneous IVS behaviour and to provide information about the respective faulty behaviour of the IVS.  The test centre has to support multiple revisions of a standard, even if they are incompatible to each other.
   
   
3. Functionality tested:
   The functionality of the eCall test environment will be tested. It is verified, that all functions of the system work as advertised and produce the expected result.
   
   
4. Production monitored:
   There will be a yearly factory inspection, where it is verified if compulsory quality management processes are implemented and all requirements regarding applicable standards are fulfilled.
